I live in the Philippines so the flat rate of Canon is still relatively cheap - 25 USD from a previous repair I had for the 17-55 2.8. Considering the cost of parts, it will easily go above 60 USD. With the above said, I would personally try to do a DIY fix first.
Thanks for the feedback. I guess I left a couple things out. I put multiple lenses on the same body. Basically I played musical chairs with the lenses and bodies. Other lenses work on thar body and the other but the problem lens does not work on either. Also I did not mention that it mechanically
Every time this happens to me it is the result of the little AF/MF switch on the lens having been bumped in the camera bag and switched from Auto Focus AF to Manual focus MF.

I have a problem with the 18-55 kit lens which came with my 1100D. It only works whey the camera is fully zoomed out and sometimes will work well for about 10 photos but it will go back to having the issue. When trying to shoot at anything other than 18mm the camera wont make any sound or clicks, it will simply refuse to focus.
